Could Eutelsat Replace Starlink for Ukraine’s Satellite Internet Needs?

As speculation grows about Ukraine potentially losing access to Elon Musk’s Starlink satellite internet, a critical tool for military communications during the ongoing war with Russia, attention has turned to Eutelsat, a European satellite provider, as a potential alternative. The Franco-British company, which recently merged with Britain’s OneWeb, has reportedly been in talks with the European Union to provide additional services to Ukraine. This follows concerns over the U.S. possibly using Starlink access as leverage in diplomatic discussions with Kyiv regarding critical minerals.

Here’s a breakdown of how Eutelsat could step in to support Ukraine’s communication needs.

How Crucial is Starlink to Ukraine?

Starlink’s satellite internet system has become indispensable for Ukraine, especially after its fixed-line and mobile networks were severely damaged by Russian bombings since the invasion began in February 2022. The system allows users to access the internet via a small satellite dish that connects to a constellation of satellites orbiting overhead.

While Starlink’s internet services are also available to civilians, the primary users are Ukraine’s military forces, which rely heavily on Starlink for communication amid constant jamming and interception of signals. The system is vital for battlefield command and control, and Ukraine has also used Starlink to guide attack drones, though SpaceX restricted this use two years ago. Initially funded by SpaceX, the U.S. government later took over the provision of Starlink to Ukraine. Recently, Poland confirmed it had been covering Ukraine’s subscription fees and would continue to do so.

How Does Eutelsat Compare to Starlink?

Eutelsat has already been providing support for government and institutional communications in Ukraine and has stated it can offer alternatives for certain government and defense applications. The company controls a global satellite network after merging with OneWeb in 2023, making it one of the few firms, along with Starlink, to offer global coverage via Low Earth Orbit (LEO) satellites.

While Eutelsat’s fleet consists of around 630 LEO satellites, compared to Starlink’s more than 7,000, it still offers the same capabilities within Europe, according to the company. Eutelsat provides speeds of up to 150 Mbps, slightly lower than Starlink’s promise of 200 Mbps. However, Eutelsat’s OneWeb terminals are significantly more expensive, with costs up to $10,000 per terminal plus monthly subscriptions. In contrast, Starlink charges Ukrainian users a one-time payment of $589 for the terminal, with monthly fees ranging from $95 to $440, depending on usage.

Despite this, the question remains whether any donor countries or organizations would be willing to fund the high cost of OneWeb subscriptions for Ukraine. France and the UK, which hold a combined 24.8% stake in Eutelsat, are actively involved in diplomatic efforts surrounding a peace deal with the U.S.

Are There Any Other Alternatives?

While global competition for Starlink is growing, it remains limited. Luxembourg-based SES provides satellite services to NATO defense forces through its medium Earth orbit O3b mPOWER constellation, but it focuses primarily on corporate customers and governments. SES’s services are not consumer-friendly and do not cater directly to end-users.

Additionally, some European initiatives like IRIS² and GOVSATCOM, which Ukraine is interested in, may take years before they are fully operational, leaving a gap in immediate satellite communication support for the country.

United Airlines to Launch Starlink In-Flight Internet by Spring

United Airlines (UAL.O) announced that it plans to begin testing Elon Musk’s Starlink satellite internet service in February, with plans to offer connectivity on commercial flights operated by Embraer (EMBR3.SA) E-175 aircraft starting this spring. The airline aims to equip its entire regional fleet with Starlink by the end of 2025 and have its first Starlink-enabled planes on major routes by the year’s close.

While Starlink will be available on all flights in the future, access will be free for MileagePlus members, marking a shift from the airline’s initial plan to offer free Wi-Fi to all passengers. United had signed a deal with SpaceX’s Starlink last year to provide in-flight internet services across its fleet, which includes over 1,000 aircraft. Starlink has also secured deals with other airlines like Hawaiian Airlines and regional carrier JSX as part of its strategy to expand beyond rural consumer markets.

China’s Satellite Megaprojects Challenge Elon Musk’s Starlink

China is aggressively pursuing satellite megaprojects to rival SpaceX’s Starlink, which has already established a formidable presence in low Earth orbit (LEO) with nearly 7,000 satellites. Starlink provides high-speed internet to millions in remote and underserved regions, with plans to expand its constellation to 42,000 satellites. However, China is aiming to launch a similar-scale network with around 38,000 satellites through its Qianfan, Guo Wang, and Honghu-3 projects.

While companies like Eutelsat OneWeb and Amazon’s Project Kuiper are also entering the satellite internet arena, China’s interest in these megaconstellations goes beyond just competition. Experts believe China’s motivations are partly driven by concerns over the potential influence of Starlink’s uncensored internet service, especially in regions under its geopolitical influence.

Steve Feldstein, a senior fellow at the Carnegie Endowment for International Peace, suggests that Starlink could undermine China’s strict internet censorship policies by providing uncensored access to websites and apps. As a result, China views this satellite-based connectivity as a potential threat to its control over information within its borders and in allied countries. To counter this, China is investing in its own satellite network that could offer a censored alternative to Starlink.

Blaine Curcio, founder of Orbital Gateway Consulting, adds that China’s satellite service could appeal to countries interested in a more controlled internet experience. While China may not prioritize Western markets like the U.S. or Europe, it sees opportunities in regions where Starlink has limited coverage, including Russia, Afghanistan, Syria, and parts of Africa.

In Africa, where Huawei already plays a dominant role in 4G infrastructure, China’s satellite service could further strengthen its influence. The Chinese satellite constellation might be seen as an extension of its technological and geopolitical presence, especially in regions where internet access is limited or censored.

National security is another crucial factor behind China’s satellite ambitions. Starlink’s role in providing satellite-based communication for military purposes, particularly in conflict zones like Ukraine, has demonstrated the strategic value of satellite internet. The ability to maintain internet connectivity during war, especially for military operations such as drone warfare, makes satellite constellations a key component of national security. China recognizes this, making its satellite internet projects a strategic necessity.
