Meta Exempts Italy From WhatsApp Ban on Rival AI Chatbots After Antitrust Order

Meta Platforms will exclude Italy from its planned ban on rival artificial intelligence chatbots on WhatsApp, following an order from the country’s antitrust authority, according to a notice sent to AI providers and developers and seen by Reuters.

Italy’s competition watchdog, AGCM, last month instructed Meta to suspend the proposed ban while it investigates the company for a suspected abuse of market power, after complaints from rival AI providers. At the European level, the European Commission is also examining whether Meta violated competition rules by restricting access for third-party AI chatbots on WhatsApp, although it has not imposed interim measures.

Blocking rival AI providers from WhatsApp could significantly benefit Meta’s own chatbot and virtual assistant, Meta AI, which was integrated into the messaging platform last year. Critics argue that limiting competitors’ access would further strengthen Meta’s position in AI-powered consumer services.

In its notice to developers circulated earlier this month, Meta said that phone numbers with an Italian country code (+39) are currently exempt from WhatsApp’s updated terms of service, in order to comply with the Italian regulator’s order. The revised terms are scheduled to take effect on January 15 for users outside Italy.

Meta declined to comment on the changes, referring instead to a previous statement that said the rapid emergence of AI chatbots has placed strain on WhatsApp’s systems, which were not originally designed to support such services. The Italian antitrust authority also declined to comment.

The Italian carve-out drew sharp criticism from rivals. The Interaction Company of California, which developed the AI assistant Poke.com and filed complaints with both Italian and EU regulators, said Meta’s response was insufficient.

“Meta’s move to keep enforcing its new WhatsApp API policy—shutting out AI rivals like Poke.com while only carving out +39 numbers—is deeply disappointing,” said Marvin von Hagen, the company’s co-founder and chief executive. He added that the Italian authority had already found Meta’s conduct to be, at first glance, anti-competitive under EU law, and urged the European Commission to adopt interim measures across the bloc.

Google has submitted a fresh set of proposals to the European Commission in an effort to avoid a major antitrust fine, pledging to further modify how its search results display competing services such as Google Shopping, Hotels, and Flights.

According to a document seen by Reuters, Google’s latest offer builds on a July proposal that faced pushback from vertical search services (VSS) — specialized search engines focused on areas like travel, hotels, and restaurants — as well as price comparison sites. These rivals argued Google’s previous plans still favoured its own services.

The new proposal is part of an investigation under the Digital Markets Act (DMA), a sweeping EU law aimed at curbing Big Tech dominance, promoting competition, and offering users more choice.

In the updated framework, Google said it will allow third-party search services to display their own dedicated boxes on search results pages, similar in format to those used for Google’s own services. Each “VSS box” will contain inventory and results directly from the third-party platform, selected through objective, non-discriminatory criteria.

Suppliers — such as hotels, airlines, or restaurants — would appear in boxes placed either above or below depending on query relevance, the company explained. Google also said it would not share competitors’ data with other parties, a key concern among rivals.

While expressing a desire to resolve the EU probe, Google warned that excessive changes could benefit intermediaries at the expense of European businesses selling directly to consumers. “We remain concerned that further changes could prioritise the commercial interests of a small set of intermediaries,” a company spokesperson said.

UK moves to curb Google’s search dominance under new Big Tech powers

Britain’s competition regulator has designated Google as having strategic market status in online search — a landmark ruling that gives the Competition and Markets Authority (CMA) sweeping new powers to reshape how the tech giant operates in the UK.

The CMA said Google controls over 90% of all UK search traffic, cementing a dominant position in both search and search advertising. The designation, announced Friday, does not imply wrongdoing but allows the regulator to intervene directly to ensure fairer competition and impose fines for non-compliance.

The CMA outlined potential changes earlier this year, including fairer ranking systems, easier switching to alternative search engines, and greater publisher control over how their content is used in AI-generated responses. These measures could particularly affect Google’s AI Overviews and AI Mode features, though its Gemini AI assistant remains outside the current scope.

Google’s Senior Director for Competition, Oliver Bethell, argued the proposals “would inhibit UK innovation and growth” at a time of “profound AI-based innovation.” The company recently announced a £5 billion investment in Britain.

The ruling marks the CMA’s first use of its expanded Big Tech authority, introduced to address the dominance of firms like Google, Apple, and Amazon. The regulator’s second probe—into mobile operating systems—could also lead to another designation targeting Android.

The move follows mounting global scrutiny: the EU fined Google $3.45 billion for antitrust violations in ad tech last month, while U.S. regulators are pressing to break up parts of its advertising empire.

Competition lawyer Tom Smith, a former CMA director, said the decision could rebalance the market by “giving website operators more control over how their content is used for AI training,” curbing Google’s advantage in artificial intelligence.
