OpenAI to Offer UK Data Residency Through Government Partnership

penAI is introducing a new UK data residency option, allowing businesses and government bodies to store their data locally. The initiative, officially announced by Deputy Prime Minister David Lammy, stems from a partnership between OpenAI and the UK Ministry of Justice (MoJ). It aims to enhance privacy, cybersecurity, and national resilience while unlocking greater potential for AI innovation across the public sector.

Lammy highlighted how AI is already transforming operations within the MoJ. Over 1,000 probation officers will use “Justice Transcribe,” an AI-powered tool that records and transcribes conversations, cutting administrative time and improving efficiency. “By adopting AI, we’re freeing up staff to focus on what truly matters—protecting the public,” Lammy said.

OpenAI CEO Sam Altman noted a fourfold increase in UK users over the past year and expressed excitement about how local businesses are leveraging AI for productivity gains. The UK data residency option will be available for customers using OpenAI’s API Platform, ChatGPT Enterprise, and ChatGPT Edu. The move comes as OpenAI continues to expand its product ecosystem, recently launching ChatGPT Atlas, an AI-driven browser designed to transform online search.

Amazon Web Services to Deliver Up to $1 Billion in Savings to U.S. Government for Cloud Modernization

Amazon Web Services (AWS) has entered into an agreement with the U.S. General Services Administration (GSA) to provide federal government agencies with up to $1 billion in savings through incentives aimed at cloud adoption, IT modernization, and training programs. This initiative is set to run through the end of 2028 and is designed to accelerate large-scale digital transformation across government departments while fostering innovation in artificial intelligence.

The U.S. federal government spends over $100 billion annually managing and updating its IT infrastructure, a process historically challenged by outdated systems. AWS, which supports more than 11,000 government agencies worldwide, has secured billions in contracts to assist in transitioning federal agencies to cloud-based platforms.

The $1 billion incentive credits will be distributed across civilian federal agencies and include savings on core AWS cloud services, modernization efforts, and training resources. AWS CEO Matt Garman described the deal as a “significant milestone” in government digital transformation, highlighting the provision of expert support and training to facilitate cloud migration.

The agreement aligns with broader federal efforts to reduce IT costs, improve efficiency, enhance innovation, and maintain U.S. leadership in AI technologies. In recent years, the Pentagon has awarded multi-billion dollar cloud contracts to AWS and other tech giants such as Microsoft, Google, and Oracle. This follows the Joint Warfighting Cloud Capability program, a successor to the controversial $10 billion JEDI contract, which AWS contested after it was awarded to Microsoft amid allegations of political interference.

China’s Moonshot AI Launches Open-Source Model to Regain Market Share

Chinese AI startup Moonshot AI unveiled its new open-source model, Kimi K2, on Friday, aiming to regain traction in the highly competitive domestic AI market. The model is designed with advanced coding skills and excels in general agent tasks and tool integration, enabling it to handle complex workflows more efficiently, the company said in a statement.

Moonshot claims Kimi K2 surpasses several mainstream open-source AI models, including DeepSeek’s V3, and competes closely with top U.S. models like Anthropic’s in certain coding-related functions. This release aligns with a growing trend among Chinese AI firms to open-source their models, contrasting with many U.S. tech giants, such as OpenAI and Google, which keep their most advanced AI technologies proprietary. However, some American companies like Meta have also embraced open-source AI models.

Open-sourcing helps companies build stronger developer communities, showcase technological prowess, and extend global influence—a strategic move by China to counter U.S. efforts to restrict its tech progress. Other Chinese tech giants that have open-sourced models include DeepSeek, Alibaba, Tencent, and Baidu.

Founded in 2023 by Tsinghua University graduate Yang Zhilin, Moonshot has become a key player in China’s AI scene, supported by major investors like Alibaba. The startup gained significant attention in 2024 for its long-text analysis and AI search capabilities but has seen its market position weaken after DeepSeek launched competitive low-cost models early this year.

According to the Chinese AI tracking site aicpb.com, Moonshot’s Kimi app was the third most-used AI product by monthly active users in August last year but slipped to seventh place by June 2025.
