Elon Musk’s AI chatbot Grok is under growing scrutiny worldwide as governments move to curb the spread of sexually explicit deepfake content generated through the platform.

Authorities across Europe, Asia, the Americas and Oceania have launched investigations, imposed restrictions or demanded safeguards amid concerns over privacy violations and risks to minors.

European regulators are examining whether Grok breached digital safety rules, while countries such as Spain, India and Japan are probing the creation and sharing of harmful AI-generated images.

Some governments have taken stronger steps. Indonesia blocked access to Grok over child-safety concerns, while Brazil has given xAI 30 days to implement protections against fake sexualised content.

In response, xAI has introduced limits on image generation tools and restricted certain features based on local laws.

Philippines to Restore Access to Grok After Developer Commits to Safety Fixes

The Philippines will restore access to Grok, an artificial intelligence chatbot developed by xAI, after the company committed to removing image-manipulation features that raised child safety concerns, authorities said on Wednesday.

The Cybercrime Investigation and Coordinating Center said Grok’s developer confirmed the platform would no longer use content manipulation tools. The agency added that it would continue monitoring the chatbot even after access is restored to ensure compliance with Philippine laws and regulations.

The Philippines blocked Grok last week amid concerns that it could generate sexualised images, including content posing potential risks to children. The decision followed similar actions by regulators in multiple regions, as governments stepped up scrutiny of AI tools capable of producing explicit or harmful material.

Authorities said the restoration reflects assurances from the developer that safeguards are being strengthened. The move underscores the growing pressure on AI companies to balance innovation with effective content moderation as regulators worldwide tighten oversight of generative technologies.

Brazil Gives Musk’s xAI 30 Days to Tackle Fake Sexualized Content From Grok

Brazilian authorities have given xAI, founded by Elon Musk, 30 days to prevent its Grok chatbot from generating and circulating fake sexualized content, warning of further legal action if the company fails to comply.

In a joint statement, Brazil’s consumer protection agency Senacon, data protection authority ANPD, and the Office of Federal Prosecutors said xAI must introduce technical measures to identify, review, and remove inappropriate content created by Grok. Authorities also demanded the removal of accounts linked to the production of such material within the same timeframe.

The move follows concerns that Grok has continued to generate hyper-realistic sexualized imagery, sometimes described as deepfakes. While xAI has previously restricted image editing features and rolled back public posting of such imagery on the X platform, a Reuters test showed that the chatbot could still privately generate the content on request.

Brazilian officials said they may pursue administrative or judicial measures if the company does not meet the deadline. The action forms part of a broader global crackdown, as governments and regulators increase scrutiny of AI-generated sexual content, launching probes, imposing bans, and demanding stronger safeguards to prevent the spread of illegal material.

The case highlights mounting pressure on AI developers to balance innovation with effective content moderation as increasingly powerful generative tools enter public use.
