OpenAI, Oracle and Vantage to build $15B Stargate data center in Wisconsin

OpenAI, Oracle (ORCL.N), and Vantage Data Centers announced plans to develop a massive new data center campus in Port Washington, Wisconsin, as part of the multibillion-dollar Stargate initiative designed to keep the U.S. at the forefront of artificial intelligence infrastructure.

The Wisconsin site, named Lighthouse, is set for completion in 2028 and will create more than 4,000 skilled construction jobs, most of them union-based. Backed by Vantage’s $15 billion investment, the facility will be a core component of OpenAI and Oracle’s plan to deliver over 4.5 gigawatts of IT capacity nationwide.

Stargate—envisioned as a $500 billion, 10-gigawatt project—also includes Japan’s SoftBank Group (9984.T) and recently began work on its first AI data center in Abilene, Texas. The initiative aligns with President Donald Trump’s broader strategy to maintain U.S. dominance in advanced computing amid growing competition from China.

OpenAI and its primary backer Microsoft (MSFT.O) are among the major tech firms investing heavily in data centers to power generative AI systems such as ChatGPT and Copilot, both of which demand vast computing resources.

Once operational, the Lighthouse campus will anchor a growing network of Stargate sites being developed with Oracle, generating more than 1,000 long-term jobs and thousands of additional indirect roles in the region.

Vantage, supported by private equity firm Silver Lake and asset manager DigitalBridge (DBRG.N), will oversee the Port Washington buildout as part of its ongoing U.S. data center expansion. The companies said the project marks a crucial step toward meeting the exploding global demand for AI infrastructure.

OpenAI and Sur Energy Plan $25 Billion Data Center Project in Argentina

OpenAI and Argentina-based Sur Energy have signed a letter of intent to develop a massive data center project in Argentina worth up to $25 billion, according to the country’s government. The proposed facility would have a capacity of up to 500 megawatts, making it one of the largest AI computing centers in South America.

The project will be structured under Argentina’s RIGI tax incentive program, introduced last year to attract large-scale investments in energy and technology. If completed, officials said, it would become “one of the largest technology and energy infrastructure initiatives in Argentina’s history.”

OpenAI CEO Sam Altman confirmed the plans on social media, announcing “Stargate Argentina,” the company’s first Latin American infrastructure project. “Latin America is full of talent, creativity, and ambition,” Altman said, adding that the collaboration with Sur Energy marks a major expansion of OpenAI’s global data network.

The announcement comes as OpenAI continues to deepen its partnerships with global companies following its developer conference earlier this week, where it revealed new collaborations with Spotify, Zillow, and Mattel, alongside new tools for app developers.

Samsung and SK Hynix Surge After OpenAI Chip Partnership Boosts AI Optimism

Shares of Samsung Electronics and SK Hynix soared on Thursday after OpenAI announced a major partnership with the two South Korean chipmakers to support its massive Stargate artificial intelligence data centre project in the United States.

Samsung Electronics jumped 4.7%, reaching its highest level in more than four years, while SK Hynix surged 12% to an all-time high, adding a combined $37 billion in market capitalization.
The rally also lifted South Korea’s benchmark KOSPI index by more than 3%, marking a new record.

MARKET REACTION AND ANALYST INSIGHT

Analysts said the partnership could dispel earlier market fears about potential declines in high-bandwidth memory (HBM) chip prices amid rising competition.

“Such worries will be easily resolved by this strategic partnership,” wrote Jeff Kim, analyst at KB Securities, predicting a sharp rise in chip demand driven by the Stargate project.
Kim added that, since Stargate is a key U.S. government-backed initiative led by President Donald Trump, the collaboration could also positively influence trade negotiations between Washington and Seoul.

DETAILS OF THE PARTNERSHIP

The deal — part of the $500 billion Stargate project aimed at building next-generation AI infrastructure — will see OpenAI, Samsung, and SK Hynix jointly work on semiconductor procurement and the construction of two data centres in South Korea, referred to as a “Korean-style Stargate.”
Each data centre will start with a 20-megawatt capacity, and Seoul hopes the project will help position South Korea as an Asian AI hub, given that the country already ranks second globally in the number of paying ChatGPT subscribers after the United States.

Other Samsung affiliates also gained sharply on the news:

STRONGER EXPORT OUTLOOK

The AI-driven semiconductor boom has been a key factor in South Korea’s economic rebound, with exports rising in September at their fastest pace in 14 months, defying concerns about the impact of U.S. tariffs.
Seoul hopes to finalize a trade agreement with the United States by late October, following a preliminary deal reached in July that would lower tariffs on South Korean imports in exchange for a $350 billion U.S. investment package.

However, officials have said talks have stalled over concerns about foreign exchange risks and the structure of the investment commitments.
